In Remembrance of our forever beloved
His Majesty King Bhumibol Adulyadej
*************************************************************
Executive Summary
1955 - 2007
His Majesty King
Bhumibol Adulyadej of the present Chakri
Dynasty ascended to the throne in June 9th, 1946. During the following
auspicious Coronation Ceremony held in May 5th 1950 HMK pronounced an oath with the words "I
shall reign with righteousness for the benefits and happiness of
the Siamese people". Since then he has been a hardest
working king strongly keeping his words. HMK has traveled frequently everywhere throughout the country of Thailand to meet
his people no matter where they are and how hard to get
through difficult terrains to those remote places. He never
seems to get tired in doing so certainly there is no comparison. This has made HMK to
completely learn how the Thai people in remote places live their
basic or difficult lives truly just in the ways they are and whatever they may have to sustain their livings with
almost no helping hand within reach. One of the main problems of more or less in every different place that HMK has seen seems to also come from the lack
of water resources which causes by periodic or seasonal
drought.
HMK always correctly finds the practical and workable solutions to quickly solve these
problems with the right data he has gained from all his
hands on field visits. This is why all of us can now
see more than 3,000 solid projects of HMK’s
initiation which have improved the livings of his people to
much better lives. HMK’s ingenuity, excellence and great visions lead him to see that
solving the lack of water resources, fighting the drought, and
correct water resources management are most important
elements and always remain as the key factors and urgent agendas for the development of the entire nation. It is especially
to the majority of less fortunate people and farmers in
the dry territory of northeastern Thai in which he first saw since
his very early field visits to the 15 provinces in November 2-20th, 1955.
HMK has forecasted that
the lack of water resources would greatly
become more severe as a result of shrinking green areas. More forests have been destroyed due to encroachments as well as
the needs for more farm lands. This could follow by a
prolonged drought. Growing number of populations has greatly led to the expansion of towns and cities
in the mean time a lot more water resources are needed. This
would lead to a critical situation very soon if
nothing could be accordingly done correctly in time or it could be too late. As a matter of fact all of us have already
experienced these as it has happened and
is still happening.
The Royal Rainmaking project is considered to be one of the most HMK’s
very own initiated unique projects of all as it was truly
established by his very own idea and concept
immediately right after the time when he came back from his field visits to the 15 provinces in the dry
northeastern Thai territory in order to directly solve and
fight the problem of water shortage in time. HMK by then made all his effort
to study and research continuously into the possibility of artificial rain making, and the weather modification science and subject which were rarely available or known to the world by that time, in order to
able to truly apply the idea and his first assumption and make
it workable to improve the situation quickly
enough.
The beginning point of the Royal Rainmaking projects as was recorded
in “ The Rainmaking Story ” written by HMK, partly
explains that: back in his tour up country in November
between 2-20th , 1955 and on Monday 14th HMK himself traveled by his royal transportation the green Delahey Sedan. When passing Nakhon Phanom province to Kalasin
province over the Phuphan mountainous stretch and further to
Sakhon Nakhon province at the intersections of
Kuchinarai and Sahaskhan where people had gathered there to welcome and to get an audience with HMK and HMQ, HMK observed that this territory was so dry and there was dust everywhere as he was
thinking to himself that the farmers’ crops
here must had been much affected. It was just so much like desert. But when he asked the people there it came to his
surprise that they were saying just the opposite that they
instead had been suffering from flooding. Actually HMK
found out that the people here suffered from the flood during the rainy season and also a severe water shortage problem
in the dry season. With these hands on experiences it had
self encouraged HMK to come up with a practical way to
solve both problems in the same time to help his poor people right away.
Firstly, Check dams, Small check dams must be built
wherever practical and as many as possible. With many check dams they can slow down the flow of water
in most streams and water ways reducing the chances of
land slide and flash floods. Reservoirs could also be built to hold water for use in the dry season as well as to
provide humidity to the soil and the
atmosphere for the surrounding environments and forests.
Secondly, when HMK
looked up to the sky there were a lot of
clouds but they were all blown away by the wind. Now what can be done to make these clouds to yield enough rain over the
right place as HMK was thinking to himself. And that his very
initial idea was perhaps to simply make rain here as
it was possible based on scientific reason. It was firstly known as artificial rain making. ( Today it is known as the
Royal Rainmaking project, as it has officially been
named since the year 1974 by the cabinets’ resolution of
the Royal Thai Government, which the Royal Rainmaking operations, years after years, have been much widely successful throughout
the country.)
The first actual rain
making operation in the atmosphere. After long continuous study and research HMK arranged for the first actual pilot project of rain making to be done using
Nong Ta Ku airfield at Khao Yai National Park at the
district of Pak Chong of Nakhon Ratchasima province. The
target catchments itself was aimed to be over Khao Yai mountainous stretch for this very first experiment. Therefore, in
July 19-20th , 1969 Dry Ice in small flakes of approximately 1 cubic inch in size had been chosen to be the first rain
making substance. It was dispensed from a small aircraft at
the amount of 100 grams in a 30 second interval into the existing Cumulus
cloud in the sky over its top and at an altitude of not above 10,000 feet.
As predicted, after 15-30 minutes of seeding, this
Cumulus cloud yielded and developed to become
bigger, top higher, as well as intensified to become darker at its base following the method used, which is known as Direct
Seeding. This strong rain cloud then also moved down wind
toward the mountain and far over the ridges until it could
not be seen whether it finally yielded rain or not. But with the observation by land on the next day there was strong
evidence that there had been reasonable amount of rain on the downwind
side over the target catchments as it was also confirmed by the local
villagers themselves in the area. In addition to
this result it was as well clearly seen that during the seeding there were newly formed up white as well as grey clouds in
between gaps of bigger rain clouds in which these smaller
clouds, with the assumption that Dry Ice flakes perhaps
also spread out to induce new cloud formation, were eventually dragged and merged with those bigger rain clouds making
it developed much bigger to become highly intensified rain
clouds.
Following this
successful first experiment and much more research
and study HMK chose and arranged for second experimental operation to be done at Bo Fai commercial airfield, of Hua Hin district in Prachuab
Khirikhan province, with much better runway and other facilities such as, concerned ground supports, air traffic control
tower, and all other safety matters. With HMK’s arrangement
therefore, Bo Fai airfield, since August 1969, has been used as one first permanent base. HMK also set up all working systems and arranged for the team of personnel to have
opportunities to travel to different places around the country
to set up other bases in order to learn each different
local climatology and landscapes in relation to various times of the year through out each season. Guidelines as well as systematic working orders were all kindly given to the working team by HMK
according to scientific support and processes in order to confirm the objectives of the tasks as well as the outcomes to create the benchmarks, in relation to
first assumptions, in order to refer to and to able to move on correctly to the next further experiments before achieving the goal. All these had
proved that the early invention and discovery of the rain
making experimental operations were not at all achieved
by coincidence or were done with negligence but with scientific reasons, systems, and processes,
actual various experiments, as per first assumptions
and aims.
During the year 1969 – 1970 the success and achievement of research, experiments, and actual operations of
rain making eventually spread out to the media and to the
public. In the following year of 1971 severe drought hit the
provinces of Pichit and Nakhon Sawan in central Thailand. Therefore, farmers, with their dying crops, took the
opportunity to present their petition to HMK asking for help.
Although, the farmers realized that the rain making
operation was still considered to be at experimental stage, as was pointed out, but all hopes were still put on begging that
perhaps at least next experiment could be done in the area
of drought. Therefore, by royal command the working team
for rain making operation was immediately set up using Nakhon Sawan airfield as base between July 26th – August 10th 1971 which followed by great success of the rain making operations as aim that finally brought water and lives back to the
farmers’ crops once again just in time. This success was
eventually become more widely known throughout the
country that more farmers in the central and in the south were asking for help in which all relief operations of rain
making were once again done with great success recovering
the situation in a short period of time. At this time the
sole working team was named as the Fast Moving Special Royal Rainmaking Operation Mobile Unit. And whenever this team set up their operation under royal command during HMK’s tour to up country then
the unit was called the Fast Moving Special
Royal Rainmaking Operation Mobile Unit Attached to HMK.
Reputation on the
success and technology of rain making in Thailand
which was constantly improved and developed under further continuous research and experiments according to scientific
systems and processes was gradually spread and become known
and accepted by other countries, who also engaged in the
subject of weather modification, as well as various nations who are members of the World Meteorology Organization.
Some other countries were beginning to approach for
collaboration, asking to exchange new experiences and
knowledge in the technology.
Amongst this Singapore
was the first nation of the Association of the Southeast Asia Nations
to show much of their interest in the Thai rain making
technology. Three Singaporean scientists were sent to Thailand for observation as well as to learn the know-how. By that
time water shortage in Singapore was almost in critical due
to drought. Most reservoirs ran low in water causing the
lack of water resources for hydro electric, agriculture, and general use. HMK directly made all operational
planning by himself as well as kindly welcomed Singaporean
observers by setting the date for rain making operation
demonstration to be held in October 19th, 1972. Khang Khra Chan
reservoir was selected by HMK as target catchments which had similar geography to the country of Singapore with the total area
of 2,915 square kilometers.
However, on the actual demonstration day HMK reset the target to be just over the water surface area inside the reservoir itself
with the area reduced to just only 46.5 square kilometers. This was most challenging to have such a small target catchments. Rainmaking aircrafts were taking
off from nearby base at Bo Fai airfield in Hua Hin. HMK kindly
made all command supervising the operation as well as
giving details explanation to the Singaporean scientists all by him. To the surprise of the Singaporean observers, as well
as all the Thai high ranking officials from the ministry
and the palace themselves, the result of the
demonstration was very successful. Rain clouds were seeded, built up, dragged and forced to yield rain with precipitation of
reasonable amount of water right over assigned target in just 5 hours.
Then the year 1973 was the time HMK made final analysis of all the
past successes and benchmarks of the rain making experiments,
operations, and developments. The scientific summary and
conclusion was made by HMK. And that the practical
key guidelines for his Royal Rainmaking operation
first emerged to consist of a three easy step:
Triggering – Fattening – Attacking which has been in use as theory and techniques to fight drought since 1973 until the present time.
This could be said that the rain making experiments and operations had
been fulfilled at one certain level in which HMK gave this
Royal Rainmaking theory and technique to be first
used as principle for any drought relief rainmaking operations as Basic Technology. Also by that time available aircrafts engaged in operations were limited to non-pressurized types only
with service ceiling of just around 10,000 feet. This created a barrier of technology development to be at the level of warm clouds only. However, these
are actually and importantly major body of the clouds by
nature in which the clouds could easily build up and
develop to become super-cooled clouds. HMK mentioned that study, research, and development have no ending, even though, since the beginning until success
in 1973 there had to be newer technique as well as improvement. Therefore, techniques such as, how to precisely drag
rain cloud and force it to yield rain over target along with
rain enhancement were invented by HMK who also named this
technique as Sandwich Technique. The use of Dry Ice in small flakes is
also emphasized. This is to be dispensed right under dark heavy rain cloud base and must be approximately 1,000 feet underneath it which precisely makes cloud to yield rain suddenly over target as well
as in the same time sink its base to be lower creating even
more precipitation.
HMK also continuously improved, developed, and modified the Sandwich
Technique and the use of Dry Ice Flakes technique to be even
more precise along with many other different
techniques throughout the years 1974 – 1999. In this period of times HMK always
constantly follow all rainmaking operations done to relieve drought to learn
and analyze the results giving advice for each year plan. New suggestions were always made to modify the technology to match the different and changing landscape, climate, and geography resulting in much more
success in each operation. These techniques are such as:
The technique of inducing and dragging the rain cloud
away from the mountain top to force it to yield rain on the rain shadow side which is a target on the downwind side,
Technique to delay
condensation and precipitation of the rain clouds which move
away from target,
Technique of expanding
rain clouds and rain mass up wind,
Technique of dragging
rain cloud away from undesired location and on to target,
Technique of using hot
formula along with cold formula rainmaking substances in interval
timing over Orographic or Stratiform clouds
covering mountainous landscape around the reservoir in order to make them develop more to become rain,
Technique of cloud
dispersing to open up space for the navigation of helicopters,
Fog and cloud dispersing technique in the vicinity of an airfield for
landing and taking off of aircrafts,
Technique of hail
suppression and mitigation during summer storm using Royal
Rainmaking Technology,
Forest fire – haze -
smoke suppression techniques using Royal Rainmaking technology,
Techniques of using
rainmaking to suppress, mitigate and relieve polluted conditions of
water ways, removing diseases that are harmful to human,
plants, crops, and livestock,
Technique of pushing
back invading sea water over the estuary and up river portion in
the dry season.
Then in the year 1999 the entire country of Thailand was critically hit by severe drought. HMK commanded that two units of the Special Royal Rainmaking Operation Fighting Drought were to be set up using Nakhon Sawan airport to help relieve drought for upper central provinces along with another unit at Phitsanulok airport for lower northern provinces. HMK also kindly sent personnel from HMK’s private office to join both flight and ground operations. The entire operations were as well followed by HMK himself giving direct royal command, advising, suggesting, analyzing the results, arranging day plan. HMK also handed out separated area forecast charts and gave precise prediction of where clouds would form up in the target areas. Besides, HMK also donated some of the rainmaking substances along with his personal fund.
HMK also arranged for all Royal Rainmaking personnel to receive the
refresher training courses with knowledge and know-how of each
technique counted since the beginning until now with
additional new techniques and technologies in order to make certain that rainmaking is done effectively and precisely
with even better result. On this occasion the technique of
attacking warm cloud and super-cooled cloud
simultaneously was invented by HMK which was experimented, tried and finally and successfully carried out throughout the
entire missions fighting drought of 1999 in which this technique is carried on until now. HMK has named this new technique to be known as Super Sandwich
Technique. Therefore, the Royal Rainmaking
Technology was developed and now reemerged to consist of a four step:
Triggering, Fattening,
Attacking using the Sandwich Technique, as
well as attacking by using Dry Ice flakes of -78 ºc dispensing 1,000 feet underneath cloud base. HMK also, in
addition, added two more working steps
resulting in the total of six steps which are Triggering, Fattening, Attacking using Sandwich technique on warm cloud,
follow by another Attacking using Dry Ice
flakes 1,000 feet underneath cloud
base, plus the Attacking using Silver Iodide on super-cooled
cloud at level with temperature between -8 ºc and -2 ºc, and the last Attacking
step of Super Sandwich Technique working on both warm
cloud and super-cooled cloud simultaneously.
HMK also created a schematic drawing in a form of an easy to understand beautiful cartoon look
alike of the six steps of Royal Rainmaking Technology all in
just one page of A4 size paper. This superb computer graphics of HMK was given
to the Royal Rainmaking academics as well as the Royal Rainmaking flyer pilots in order to be used as
guidelines and theory to get all operations done precisely,
more effectively, and successfully.
In order to show that the Royal Rainmaking Technology actually
belongs to all Thai people, invented and developed by Thai people,
and it is for the benefit of all Thai people, therefore, HMK expressed his desire for the Royal Rainmaking Technology to be applied for copyright protection worldwide. This is to confirm that the Royal Rainmaking Technology, throughout
its long history, is owned, achieved, and proudly developed by the
Thais. HMK then gave royal command to allow the Bureau of
Intellectual Property Right Thailand to proceed with all concerned matters. And first a copyright
patent under the headline of Weather Modification for Rain Making had been issued and presented to HMK
in November 29th 2002 by the Bureau of Intellectual Property Right, Thailand.
Soon afterward in
September 29th, 2005 The Bureau of Intellectual Property Right of the
European Union issued and presented a patent of Weather
Modification by Royal Rainmaking Technology to HMK. The patent gives intellectual property right protection covering 30 nations of the EU in which the same 10 nations also issued their own patents to honor and to confirm the ownership of the copyright to
HMK.
Also in April 7th,
2006 the Hong Kong Special
Administrative Region of the People’s Democratic Republic of China issued and presented to HMK a copyright patent under the
same headline. The process of an application for copyright
protection worldwide actually concerns long list of
proof and investigation as well as research and study into all facts and backgrounds of new invention and innovation, which
have been applied for, prior to being considered. Consequently, the invention and innovation of knowledge and know-how of the Royal Rainmaking
Technology has been made known to all concerned intellectual
property right offices world wide automatically as a
result. This includes the application that has been submitted to the United States of America which has received
coverage of intellectual property right protection in the
mean time during the present issuing process. The application has also received the same coverage from additional 187 nations who are members
of the World Meteorology Organization (WMO), as well as other 181 nations who are group members of the World Intellectual Property Right Organization (WIPO), nations of the
United Nations (UN), 184 nations in the union of
International Inventor for Intellectual Association (IFIA), and
Korean Invention Promotion Association (KIPA).
Therefore, by having the
intellectual property right of the Royal Rainmaking applied
and issued worldwide gives HMK most honorable position,
especially, as the only king who received such a great thing. This is the reason why the Royal Rainmaking
Technology is well known and accepted globally
amongst world’s scientists and most organizations of the UN, each global nation, regions, and sub-regions both private and
government sectors who are concerned and engaged in the
subject of weather modification.
As a result HMK has been
recognized and awarded with various most honorable prizes from the mentioned organizations for his great invention and such a new innovation
that greatly and truly benefit the development of the country.
The fact and background
of the Royal Rainmaking which were based on scientific
research and study as well as experiments has long
history throughout its development, improvement, and achievement since the beginning until now. The technology has been
carried out for long helping the people and the nation
effectively and successfully. This achievement eventually
spreads out and becomes known to the international communities. As mentioned before, may
we point out again; Singapore was the first nation to show
much of their interest in the Thai Royal Rainmaking Technology. Three Singaporean scientists were sent to Thailand for
observation as well as to learn the know-how also asking for
the transferring of the technology. HMK directly made all operational
planning by himself as well as kindly welcomed
Singaporean observers by setting the date for rain making operation demonstration to be held in October 19th, 1972. Khang Khra Chan reservoir was set as target with just only 46.5 square kilometers of catchments. This was
most challenging to have such a small target. Rainmaking aircrafts were taking off from nearby base at Bo Fai airfield in
Hua Hin. HMK kindly made all command supervising the
operation as well as giving details explanation to the
Singaporean scientists all by him. To the surprise of the Singaporean observers, as well as all the Thai high ranking
officials from the ministry and the palace
themselves, the result of the demonstration was very successful. Rain clouds were seeded,
built up, dragged and forced to yield rain with precipitation
of reasonable amount of water right over assigned target in just 5 hours.
Soon after the year 1972 there were 15 nations as members and non-members of the ASEAN, who had been hit by critical water shortage situation and
drought, had asked Thailand for help to send experts to their
countries for demonstration as well as technology
transferring. These nations also sent their scientists to Thailand to observe and to learn the know-how. Besides, so many
times that the Thai experts and scientists were invited to meet
with other scientists internationally exchanging knowledge and
expertise of the technology with regional and
international organizations. This is as far as in the North America continent such as, Canada, and also the United States of America,
New Zealand, Africa, Australia, Europe, Middle East,
including the People’s Democratic Republic of China, and
the Empire of Japan.
Royal Rainmaking is an application of operation which was
invented, created, and intended by HMK to become Royal Rainmaking Technology in order to be applied according to its
theory and technique. It has been given to all Thai people
to fight water resource shortage and drought which causes
tremendous damages in all aspects. It is aimed for the benefit of the entire nation as a whole, not for anyone or any
group of people, no matter rich or poor and no matter what their
religions or beliefs are, Royal Rainmaking is given for
them all.
We all benefit from the
Royal Rain equally as a goodwill given by the king as per
his strong desire and to all his people of the nation with an objective for peace, happiness, and the development of the country both economically and socially.
Intellectual property
right of the Royal Rainmaking patents under the name of HMK issued
by the Bureau of Intellectual Property Right Thailand,
Intellectual Property Right of the European Union, and the Hong Kong Special Administrative Region of the People’s
Democratic Republic of China are all legitimately
accepted to be in force. This includes the application that has been submitted to the United States of
America which has received, since 2002, coverage of intellectual property right in the mean time during the present issuing process. Additional applications for
intellectual property right protection have been filed with most
of all other members and concerned nations in
order to make certain that the world wide coverage is most complete in all aspects.
The reputation of the invention, experiments, continuous
development, constant achievement, and repeated successes of the Royal Rainmaking which has been in actual use to
fight drought for long until now became more and more
interested by both domestic and international medias
that eventually made it known to the rest of the world.
As a result many more countries who were facing drought and water
shortage expressed their interests in the Royal Rainmaking
Technology asking to learn the expertise and know-how as well as
the transferring of technology. Since 1972 there were nations after nations, Again, Singapore was the first to come,
then various nations who are members and non-members of the
ASEAN, the Arab Group of Nations, Australia, Israel, The
People’s Democratic Republic of China. Some of these nations sent their scientists in to learn the knowledge otherwise,
or both ways, asking for the Thai experts to pay the visits to
their countries to show or transfer the expertise
and know-how.
Besides, there were
nations who had been engaging in the subject of weather modification
including actual operations, these were also nations
of upper latitude with much colder weather patterns, concerned cold or super-cooled cloud that Thailand were exchanging
expertise, know-how, technology, and experiences with.
These nations were such as, the United States of
America, Canada, Japan, Australia, Israel, and etc. As a result of this long and eventful proud history of the Royal Rainmaking,
may we point out again, it had led HMK to receive the
intellectual property right first a copyright patent under
the headline of Weather Modification for Rain Making had been issued and presented to HMK in 2002 by the Bureau of Intellectual Property Right, Thailand. Then in 2005 copyright patent had
been granted by The Bureau of Intellectual Property
Right of the European Union who issued and presented a patent of Weather Modification by Royal Rainmaking Technology to
HMK.
Also in 2006 the Hong Kong Special Administrative Region of
the People’s Democratic Republic of China issued and presented to HMK a
copyright patent under the same headline. This includes
the application that has been submitted to the United States of America since 2002 which had received
coverage of intellectual property right
protection, in the mean time, during the present issuing process. Additional applications for intellectual property
right protection have also been filed with most of all other members
and concerned nations in order to reassure that the world
wide coverage is most complete in all aspects. This whole thing actually becomes
well-known, in honor to HMK, all truly by itself that Thailand as a whole invented and owns the expertise and
know-how of the Royal Rainmaking Technology and not at all
solely for HMK himself.
Royal Rainmaking is
tremendously beneficial not only or solely for
the people of the Kingdom of Thailand but also for the people of the world. Success, acceptance, and belief globally to
the Royal Rainmaking Technology by most world scientific
societies and concerned international
organizations in atmospheric science and weather modification science have confirmed HMK’s ingenuity, excellence, as well as
great ability and effort to carry out the
ingenious invention and experiment that eventually created new innovation which successfully and greatly benefit the
development of our economy and society of all mankind. As a
result, in return, numbers of various countries and
international organizations as well as members of Associated International Intellectual Property Right presented
numbers of highly honorable awards with
great recognitions to HMK and as the Royal Father of World Invention 2007. These
awards and great recognitions are briefly as follows:
